Live in Toledo, Iowa. Why do people who have MediaCom get both Des Moines and Cedar Rapids tv stations?

If you have Dish or Directv in Toledo, you only get Cedar Rapids (eastern Iowa) tv stations. Brother has Directv, lives in Marshalltown and he gets only Des Moines tv stations. Highway 63 is the deviding line on what you get. Most bad weather comes from the west to the east, would like to get Des Moines stations then. Where I live can’t have outside tv antenna. Why does the government let MediaCom give more local stations to Toledo residents but not satellite users? Reason chose Directv over MediaCom is because you can’t get Fox Sports Midwest in Toledo if you have MediaCom. My opinion MediaCom sucks for sports.
