School board recognizes Surman’s leadership at Iowa Premium, weighs levy rates

On Monday, Feb. 9, the South Tama County board of education convened for their first of two regularly scheduled meetings. On roll call, Joe Hanus and Rick Hopper were absent, yet a quorum was still present.

The board recognized a donation of $1,025 to the archery club in honor of Dick Koehler, who recently passed away.

During the meeting, Jill Kienzle, South Tama’s High School Work-Based Learning Coordinator, formally recognized Jon Surman, general manager of Iowa Premium, for the company’s continued partnership with the district through its Partners in Education (PIE) program. Kienzle highlighted Iowa Premium’s support of students both inside and outside the classroom and noted the recent expansion of internship and hands-on work experience opportunities for high school students at the facility. She thanked Surman for his leadership and commitment to creating meaningful career connections for students, presenting him with a plaque on behalf of the district.

Board President Elizabeth Dolezal added to the praise for Surman.

“You guys hit it on so many different levels, whether it’s volunteering time and product to grill burgers or talking to kids in classrooms or time and talents and it extends well beyond Iowa Premium, but to your family as well. And you set a top notch example of what leadership in corporate and community and families can look like and we’re better for having you guys here,” she said.

Also recognized was Jimmy Post, who will be stepping into the general manager role as Surman transitions out. Superintendent John Cain expressed appreciation for the partnership and said the district looks forward to continuing its collaboration with Iowa Premium under Post’s leadership.

The board also spent time reviewing early projections for the fiscal year 2027 budget, with Business Manager Katie Mathern walking the board through levy scenarios based on potential State Supplemental Aid rates of 1%, 1.75%, and 2%. Because SSA directly impacts how much the district must rely on local property taxes to fund the general fund, different assumptions slightly shift the projected levy rate.

In action items, the board approved personnel, including high school student Tanner Large being hired as an assistant middle school baseball coach.

A budget guarantee resolution was approved, allowing the district to maintain funding levels in the event of enrollment-related reductions.

Board members also recognized the success of the girls wrestling team at the state tournament, including a second consecutive state championship by senior Autumn Elsbury. The next board meeting is scheduled for Feb. 23.
