Newton police report runaway child under Tama County protective order

Newton, Iowa Police Department issued Dec. 29, 2015:

On 12/24/15 Charlene Rachelle Brown was reported as a runaway to the Newton Police Department. Charlene and her siblings had been living in foster care in Boone County after being removed from the custody of her biological Mother, Misty Rachelle Shaver, while living in Tama County. The children had been allowed to visit a relative in Newton for the holidays. While at the relative's home Charlene snuck out and left a note saying she was sorry for leaving. Based on information from the family and their associates the Newton Police Department feels Charlene arranged to be picked up by her mother and her mother's boyfriend, Kevin Jacob Carlton.

It is believed that Charlene is traveling with Shaver and Carlton of her own free will and the family does not believe Misty Shaver is dangerous. There is a protective order issued in Tama County that states Shaver is not to have contact with Charlene.

On 12/29/15 a material witness warrant was issued for Misty Rachelle Shaver, and an arrest warrant for Child Stealing, Iowa Code 710.5(1) was been issued for Kevin Jacob Carlton.

All three are possibly traveling together in an unknown vehicle to Spring, Texas.
