Looking to Toledo site for IPB housing

Apartment housing for the anticipated Iowa Premium Beef workforce is in the planning stages for Toledo as well as Tama, the Toledo City Council was told Monday night, July 28. The council met for their first meeting at 6 p.m., a newly established time.

Frank Levy, president of West Des Moines-based Newbury Housing, and company attorney Bob Rafferty were before the council to outline the building firm's plans to construct a multi-family complex for 20- up to 32 units in Toledo.

They said the same process is the plan for Tama involving obtaining a Community Development Block Grant loan to finance a portion of the construction cost was in the works. The application requries the endorsement of the city council, they said.

They said a location on South Church Street across from the Tama-Toledo Family Aquatic Center was the preferred site for Newbury Living. They said the property is owned by Loren Dostal, Toledo.

Council members said they believed this property would require rezoning to allow for the proposed construction.

Levy asked if the council had any other locations in mind prompting Mayor Dave Sovboda to suggest the Budget Inn at North Broadway and Business Highway 30. The 25-unit motel has been closed for several years and had bene offered for sale through a Cedar Rapids commercial broker.

Byron Witt, a Toledo real estate broker, told the council Monday night that property has been off the market for some three weeks.

Council members also mentioned possible sale of city-owned land near the Toledo Public Works Building at the south end of Prospect Drive for such a complex.

The apartment units proposed are for family housing and the grant requirements are 51 percent of residents must meed the Tama County median 80 percent of the county mrdian based on family size.

Levy and Rafferty said they expected to be back before the council at the Aug. 12 meeting after members had time to consider their request for an endorsement of the plan.

Tama Locations

In Tama, Newbury Housing has a site in the Indian Hills Addition under study for a location of a similar complex. A second location, the former site of the Tama Elementary School on State Street was also reported by Levy to be a possible development site.

The South Tama School District has set a hearing on the possible sale of this property on Aug. 18. (See South Tama School Board story below.)

Iowa Premium Beef is in the process of a major renovation of the former Tama Pack beef plant on Tama's east side and anticipates hiring some 600 meatpackers when production is resumed.

Demolition Tabled

Two residences on South Church Street which have been in the council's sights for demolition were spared the "wrecking ball," at least for time being, on Monday night. The council again decided to table action on the bids which were opened 15 and tabled then.

Joe Lux, the owner of the house at 504 S. Church, again appealed to council members for time ot put together financing to fix up the residence.

Real estate broker Witt told council members the house was solid and said neighbors might consider purchasing the property.

The house at 700 S. Church was accepted by the council on a 4-0 voice vote as a donation from Wells Fargo Bank which had foreclosed upon it. The bank also made a $20,000 donation to the city to accompany the acceptance. Voting in favor were members Terry Goodhart, Joe Boll, Brian Sokol and Jeff Filloon. Member Travis Mullen was absent.

The demolition bids received on July 15 were: 504 S. Church Street residence - Scott Shadden- $11,950, $13,900- Dostal Construction; and 700 So. Church residence - $12,975 - Scott Shadden, $19,313 - Dostal Construction. The bids were referred to the council Housing and Rehabilitation Committee for study and a recommendation at that time.

Sidewalk Seating

Don and Karen Musgrave, owners of Bublebees Pizza and Bumblebees Bar asked council members to consider allowing them to establish sidewalk seating in front of their business in the 100 block of North Broadway.

Don Musgrave said they propose to install and iron railing on the curb step along their frontage and the space would allow for pu to three tables and seats.

Council members indicated they would consider the request.

The Musgraves also expressed their appreciation for city cooperation in connection with the temporary beer gardens enclosures they have erected this usmemr in front of their locations.

In other business Monday the council:

inspected proposed replacements and improvements for the Reinig-Toledo Civic Center. The council met there Monday to aid in look ta the building.

reappointed Kathy Holtz to a six-year term on the Public Library Board.

approved resolution supporting the Marshalltown Lead Hazard Grant Program of which Toledo is included.
