Do not hire list includes 12 Iowa Juvenile Home / Girls Training School employees

There are 12 former employees of the Iowa Juvenile Home / State Training School for Girls in Toledo among 974 person listed in a spreadsheet whom are barred from returning to state employment. The list was first released last week to the Associated Press through a public information request made to the Iowa Department of Administrative Services. (The exclusion list accompanies this article)

Caleb Hunter, Iowa Department of Administrative Services spokesperson, told The Chronicle in an email response seeking comment on Friday, April 11, "Applicants are notified at the time they apply for a vacancy of their disqualification status for that position. It is important to note that as stated in the related rule, an individual does not become disqualified until the time at which the individual becomes an applicant." As a result, someone fired from a state job, would not necessarily know they are barred from some future state employment until they make an application.

The listing of names does not disclose the reasons the employees were terminated nor why they would not be rehired. It is noted that information is held confidential.

Unrelated to disclosure of the list, Governor Terry Branstand and the Department of Human Services ordered the IJH / Training School closed in mid-January after allegations of improperly educational services and use of quiet rooms were alleged.

It has been reported at least some of the employees listed did not or would not know they were ineligible for another state job unless they made application.

A review of the list contains several other departments which are known to employ persons in Tama County. However the list is not specific to location for these categories in most instances: transportation, public safety, human services and natural resources.

The effective date, name, terminating department job class and, in some instances, the areas excluded for future employment excluded for IJH included:

March 31, 2004- Christie a. Phillips - Youth Services Worker - All resident care classes

March 8, 2013- Jevon Robinson - Youth Services Worker - Human services

April 4, 1996- Jerry Thiessen - Youth Services Worker
