South Tama School Board reviews PPEL decision, fund balance summary

South Tama School Board members met Monday evening and accepted the results of the special election on Feb. 4 which saw the school district's Physical Property and Equipment Levy (PPEL) fail for the second time in Feb. 4 balloting. There were 303 votes for approval and 435 votes against.

The canvas of the election showed no change.

The first vote to approve the measure failed on a vote of 149 YES - 150 - NO in the regular Sept. 10, 2013, school election.

The measure would have approved extension of the $1.30 per $1,000 property tax levy for 10 years beginning July 1, 2015. PPEL funds are designated for spending only on property, buildings or equipment.

No decision or discussion was made as to what the next step would be.

Fund Balance

Summaries

A 2013-2014 summary for the South Tama County Schools shows the General Fund had a balance as of June 30, 2013, of $278,100 with incoming revenues of $8,902,768 and expenditures of $8,985,866 leaving a balance of $195,002.

Management fund shows a starting balance of $222,745, revenues of $241,892 and expenditures of $503,542 leaving the ending balance of a minus $38,905.

Capital Projects Bonds had a balance as of June 30, 2013 of $5,070 with no incoming revenue and an expenditure of $5,070, leaving a zero balance.

Capital Projects other sources beginning balance was $1,049,316 with incoming revenue of $940,791 and expenditures of $541,285 with an ending balance of $1,448,822.

The PPEL fund as of June 30, 2013 was $187,345 with revenues of $346,440 and expenditures of $151,914 leaving the balance of $381,871.

Debt Service had a balance of $19,721 as of June 30, 2013 with no revenues or expenses leaving the $19,721 balance.

The Nutrition Fund had a balance of $53,029 as of June 30, 2013 with revenues of $330,913 and expenditures of $375,874, leaving an ending balance of $8,067.

Mental Health

Service Contract

A unanimous decision was made to approve the DCAT service contract. The district has worked with "DCAT to secure funding to pay for school based mental health services for the South Tama district.

The contract states DCAT will provide South Tama up to $10,000 a year for the remainder of this school year (2013-2014), plus the next two years 2014-2015 and 2015-2016. At a rate of $10,000 each year.

Boiler Hearing

There has been discussion of replacement of the boiler at the high school for some time. On Monday night board members set March 17, at 5:30 p.m., for a public hearing for the replacement. Iowa Code requires a public hearing for any expenditures projected to cost over $130,000. The hearing will be held in the Professional Learning Room at the Partnership Center (the Old High School Building), 219 W. 9th Street, Tama.

Personnel

Sarah Lieck will be Special Olympics director, effective March 20, at a salary of $482; Lynette Benda was approved for a volunteer coach. Benda will be Girls Varsity Tennis coach, effective for the spring 2014 season;

Resignations included Michelle Bradley as varsity volleyball coach and James Hall as 7th Grade Track coach, both effective immediately;

Celeste Betz as Middle School Educational Aide effective Feb. 14, and Charlene Murray as Middle School Secretary will be effective May 30.
